I am using sparkle tulle to give the finished tulle collar a little extra shine.  Regular tulle can be used if desired.

I am going to fold the 6" wide tulle in layers over itself several times.

Cut the tulle off the bolt and leave it folded as shown.

This is the tulle layer that I'm going to use to conceal the bottom of the bouquet holder.

Using sharp fabric shears, I notch a small slit in the center of the tulle for the bouquet handle to slip into.  Don't overcut and make the hole too big.
