Filling in takes a little time, but it really isn't hard to do. Evergreens are naturally bulky and the arrangement takes shape pretty quickly.
I keep my beginning stems a little shorter at the top. They will get longer as I move down the tree design. The size of the final tree is determined by how long you cut your evergreen laterals.

I move down the design, lengthening my stems as I go. Don't worry about perfection. You will clean up the shape of the tree later.
You can plainly see my support stakes driven in from all sides and at different heights. It's important that the cone feel very secure and sturdy.
Now my branches are getting longer and have more than one lateral coming off them.
